房貸計劃惹併吞利息疑雲

理財師建議公積金局,將第二戶頭的部分存款,一次性攤還給銀行,甚于存放在個別戶頭每月攤還。
(吉隆坡31日訊)公積金局的房貸攤還計劃惹來“併吞”會員利息的疑雲,儘管該局昨晚已發文告澄清說明,惟理財師仍認為,公積金局處理方式欠透明化。
他們認為,既然公積金局可把大筆款項從第二戶頭移至另一戶頭,而不一次性將款項悉數匯入會員借貸銀行,以減輕利息負擔呢?
馬來亞大學商學院副教授兼稅務專家鐘貴發博士向《中國報》指出,一次性攤還給會員的借貸銀行,才是明智之舉。
“這是最有效且一勞永逸的作法,會員不但可省下貸款利息,而且也無須擔憂每個月的房貸問題。”
宏願理財機構(Great Vision)董事經理陳文博皆認為,公積金局應該將第二戶頭的大筆款項一次性攤還給會員的借貸銀行,才是明智之舉。
“倘若當局堅持使用個別戶頭處理,我建議將一次轉移10年的存款改為每年轉移一年的存款用以攤還房貸。”
他認為,公積金局的處理方法並不透明化,而且或將間接導致會員的利息流失,因此,冀當局可認真探討其可行性。
針對早前網上流傳的電子郵件,指公積金局在房貸攤還計劃下,會員將損失利息,公積金局昨日已在網站上發表文告說,這郵件並沒根據。
月結單應列明
該局說,獲批的款項從第二戶頭的存款被轉移至該局內部戶頭,利息將照支付給會員。
況且此房貸攤還計劃今年才推出,因此會員仍未收到利息。
文告指出,用于攤還房貸款項的年利息將存入會員的第二戶頭。
除了一次性匯入款項的疑問,鐘貴發對公積金局的勵貸攤還有另2個疑問。
“首先,倘若公積金局堅持分開戶頭處理款項,為何房貸攤還戶頭的利息不分開列明在月結單,反而欲將利息納入第二戶頭?”
另外,他認為,利息轉移的過程中難免會出現失誤,這種作法對于不清楚利息計算方式的普羅大眾不公平。
確保無誤
定時查戶頭資料
公積金會員必須定時檢查戶頭資料,確保無誤,以維護本身的利益。
鐘貴發指出,公積金局常會更新資料庫或系統,因此會員有必要養成定時檢查戶頭的資料無誤的習慣。
這包括檢查會員名稱、收益人名稱、電話及住址等。
另外,會員常會有一種觀念,即認為只要母金沒計算錯誤,利息流失無所謂。
“會員必須了解,我們是不會損失母金,但利息流失積少成多后,即是一筆可觀的數目,但會員卻常忽略利息的重要性。”
此外,對于公積金局最近“慷慨”救市並大量投資股市的舉動,鐘貴發認為,這無形中損害會員的利益。
“公積金局未經會員同意出手救市,又將資金投資在回酬欠佳的股票,其實我們所得的利息已漸漸流失,只是大家不為意而已。”
因此,他希望通過“公積金局的房貸攤還計劃事件”提醒會員,利息流失的重要性。
鍾貴發:應清楚列明計算
公積金局應將第二戶頭及房貸攤還戶頭的計算,清楚列明在月結單,以示賬目透明化。
針對鐘貴發認為,房貸攤還戶頭利息不分開列明在月結單,以及利息轉移過程中或出現失誤。
他建議,既然房貸攤還戶頭也由公積金局管理,那大可將此戶頭的一切計算列明在月結單上。
“簡單來說,即把第二戶頭及房貸攤還戶頭分別列明在月結單上,利息也分開計算並納入個別戶頭。”
他說,將房貸攤還戶頭的利息轉移至第二戶頭,對于不清楚利息計算方式的普羅大眾甚不公平。
對大眾不公
舉例而言,假設房貸攤還戶頭內有10萬令吉,每個月拿出700令吉攤還房貸,那究竟利息是從扣除后的9萬9300令吉開始計算,還是從10萬令吉開始計算?
“若將兩個戶頭清楚列明,懂得計算的人要自己計算也可,不算也罷,但至少整個賬目透明化,會員較有信心及保障。”
鐘貴發說,分開戶頭處理已將利息計算復雜化,一旦公積金局管理不當,會員利息流失的風險會更高。

公積金戶頭用途
今年初,公積金局批准會員支領第二戶頭的存款攤還房貸。
公積金局是從07年1月2日起,將會員原有的三個戶頭,結合成目前的第一及第二戶頭。
會員繳付的公積金將按70:30的比例存入第一及第二戶頭。
根據條例,會員可支領公積金購買房屋、教育、退休金以及作為醫藥用途,而在退休前所支領的款項來自第二戶頭。
會員55歲前不能提出第一戶頭存款,但可在當局批准后用作投資如信託單位基金。
